Why a bank is different
Forget EV/EBITDA - for a bank it is meaningless, because debt is the raw material, not the financing. The two numbers that matter are price-to-book (P/B) and return on equity (ROE), and they must be read together. Book value is a real anchor for a bank: its assets are largely financial and marked close to value. So P/B tells you what you pay for a dollar of that equity, and ROE tells you what that equity earns.
The P/B and ROE rule
The link is simple. A bank that sustainably earns a high ROE deserves to trade above book; one earning its cost of capital deserves roughly book; a chronic under-earner deserves a discount. The opportunity is a bank with a high ROE trading below book - the market is pricing it like a poor bank while it earns like a good one. The trap is the mirror image: a low P/B that is deserved because ROE is thin or the loan book is deteriorating. Always pair the two.

The risks a cheap bank carries
The credit cycle. A bank's cheapness often reflects feared loan losses; earnings that look solid today can be erased by a wave of bad debt tomorrow. Check the loan book, provisioning and capital ratios. Governance. State-controlled and family banks can be run for someone other than the minority shareholder; a discount can be permanent. Currency. An emerging-market bank's dividend and book are in a local currency that can depreciate. A cheap multiple only pays off if the equity behind it is sound.
Where the cheap banks are
The deepest bank discounts are abroad.
